Martin Tillman

Director of Transportation Planning, Aecom

Martin Tillman is Director at international engineering consultancy Aecom leading Strategic Advisory and Planning for the UAE and Oman. He is a chartered transport professional and has worked in transport planning consultancy for over 25 years. In Abu Dhabi, Martin managed the policy and planning work on the Abu Dhabi Surface Transport Master Plan for the Department of Transport. He is currently working on city master planning projects and providing advice for large scale development projects in the region. Martin enjoys the challenge of providing innovative advice for clients and presenting this advice to a variety of different groups. His key aim is to encourage and build in sustainability and future concepts through applicable and appropriate measures.

Nabeel Al Zaka

Nabeel Alzaka is the Managing Director of UAE Operations for Transpo Group – a niche consultancy specialising in transportation engineering and planning. He is an International expert in ITS, specialising in process development to drive innovation and best practice. His professional focus is in emerging technologies (such as connected and autonomous vehicles) and SMART City solutions. Previously, Nabeel was the Vice President of Transpo Group’s ITS practice in the US, and has held leadership positions in both private firms and public agencies in the UK and Middle East.

Zulfiqar Ali, MBA, MSc, MCIHT, JP

Zulfi is the Vice President of the BPA, the largest, most established and trusted professional association representing parking and traffic management in Europe. The Association has diverse membership of around 700 organisations ranging from technology developers, to suppliers, consultants and local government and is the recognised authority within the parking profession. He has served in various positions within BPA for well over five years, initially as a Director and now as a Member of the Council of Representatives.  He has been Chair of the Eastern of England region, has served on the Model Contract Review Board and is also serving on the Professional Development and Standards Board. During his regional chairmanship, he has led initiatives to bring together both private and public sector organisations with interests in parking. He has keen interest in Smart Parking and has played an active and leading role in UK in parking policies, operational and technological innovations and the impact of effective parking management strategies on traffic, road safety and the environment.

Zulfi currently heads the traffic, parking and highways services for Southend-on Sea Borough Council.  He has worked for various local government authorities for a number of years, previously holding chief officer posts in various London Councils managing parking and engineering services. He has also held various consultancy assignments advising local authorities.

Zulfi has been a magistrate for 25 years serving on the East London bench. He has also previously been a visiting senior lecturer at the University of East London and a speaker at various national and international conferences on parking.

Thomas is the Founder and Managing Director of RoadSafetyUAE – a holistic platform aimed at increasing the awareness for road safety in the UAE. After graduating, Thomas worked for Tyrolia (skiing industry) in global product management in 1990/1991. Mid 1991 he started to work for Coca-Cola’s Central European Region and later for Coca-Cola Beverages in the fields of Trade Marketing, Key Account Group Management and Brand Group Management. In the year 2000, Thomas and his family moved to Dubai and worked until 2010 for MasterCard MENA and SAMEA as Head of Marketing, Head of Alliances & Acceptance and in Strategic Business Development. From 2011 to 2013 Thomas worked as GM for an IT training company specialized in Cisco and NetApp training.

Thomas won the prestigious MEAN GEMAS / Effie awards 2 times for projects with Virgin Megastore and the Hilton group, while working for MasterCard.

Eng. Stephen Lambert

Stephen Lambert is a Chartered Engineer, (CEng), a Fellow of the Chartered Institute of Highways and Transportation, (FCIHT) and Member of the Institute of Engineers in Ireland (MIEI).

Since April 2014 he has been Road Safety Audit Team Leader at the City of Abu Dhabi Municipality with responsibility for advising on road safety related policies and strategies.
Prior to joining the ADM Stephen worked for the National Roads Authority in Ireland as a Regional Road Safety Engineer from 1996.

 During this time, he pioneered and developed many initiatives to improve road safety in Ireland, including the development of the National Collision Database, the Collision Remedial Measures programmes, the Traffic and Transport Assessment Guidelines and Road Safety Audit Systems.

Stephen was also involved in developing the policies to improve inter agency co-operation between the police (Gardaí), the Health Boards, Local Authorities and the Road Safety Authority (RSA).

He has contributed at many conferences in Ireland, Britain, Europe and the UAE covering a wide range of topics relating to road design and safety engineering. In addition to being a chartered civil engineer, Stephen has qualifications in Forensic Collision Investigation (FCI), Road Design, Traffic, junction and signal design and Road Safety Audit, (CoC).
